I always thought that Storks should not be banded on their legs because of infection that they can get from their tendency to cool themselves by Urohydrosis (defecating on their legs).

When I worked with Condors they definitely could not be banded on their legs and Condors and Storks are very closely related.

Aside, here is a pic of a Red-fronted Parrot we found nesting near our place at Burguret (Naro Moro).

As it is a young bird, it would suggest that it was ringed at the nest
as a nestling, can anyone advise where there are Black Stork projects
using rings such as this. It has a story to tell!
