the IOC World Checklist ver 3.4 accepts the splitting of Black-cheeked Waxbill Estrilda charmosyna from Black-faced Waxbill E. erythronotos and includes Tanzania in the range of charmosyna.
I do not know of any records in Tanzania but it must get close.
HOW CLOSE ? where have YOU seen it in southern Kenya ?
